Urban planner G. Brian Wheeler of the Genesis Group argues that school siting is critical to the success of school concurrency and of Florida's efforts to improve its public schools.  School boards need to tie school siting decisions to data from the comprehensive plans of local governments rather than buying cheap land outside urban reserve areas.
